This paper presents a comprehensive open source assessment of China’s capability to conduct computer network operations (CNO) during peacetime and periods of conflict. China is known for its cyber capabilities and strict internet censoring in their own country. In part, this paper analyzes Chinese technology and how it could be used against another nation-state (particularly the United States).

The goal of this paper is to serve as useful reference to policymakers, China specialists, and information operations professionals. This document is 82 pages, but the Executive Summary provides a clear overview of the report's content. The summary begins on page 6 of the document.

This paper is used in the Policymaker Directory. Most policy documents focus on the United States, so the Capability of the People's Republic of China report offers an international policy perspective.
